Create-a-World Tool Coming December 10th!

This is looking good! SimTimes discovered that the German The Sims 3 Fanpage on Facebook updated with a message with information regarding the release date for the Create-a-World tool. It claims that the release of the tool is coming shortly, on December 10th to be exact! Here is what they said (thank to SimOperations for the translation & screenshot):
Hello! All those are already looking forward to the fact that they would soon create their own neighborhoods, may see even once the new product page for the Create a World-tool and learn more about the features. The tool will be from 10 December to give a free download.
This is the 10th of December and its still not out, when is the real release date?
Is it because its early over there and its 6:57pm here will it be out later today?
Hey, sorry, I've been checking at the Sims 3 site for ages and no news or any download available yet. I'm pretty sure it will come out this month, I think that was announced a while ago but nothing is definite.
